The Pipeline and Hazardous Materials Safety Administration (PHMSA) requires owners/operators of certain pipeline facilities to prepare a manual for training and identifying qualified individuals to operate and maintain a pipeline system.

Operations and Maintenance (O&M) Manuals
The Pipeline and Hazardous Materials Safety Administration (PHMSA) requires owners/operators of certain pipeline facilities to prepare a procedural manual for operations, maintenance, and emergencies. This Operations and Maintenance (O&M) manual must be reviewed and revised on an annual basis and must be kept at the locations where the operations or maintenance activities occur.
